There are times when you want to test something out (perhaps, in a smaller, cintrilled environment) as you’re confident it’s the right thing.
Of course, you’ve already done your homework & examined the whole situation so you’re not jumping in blindly.
You should at least have the courage & confidence to move forward.
I’m not trying you get you in trouble with HR or your boss, but often times, if you can prove that your concept is valid on a smaller scale, it can help to open up the doors of formal approval for you.
And you’ll always have to measure the pros & cons of your particular situation.
But, at a minimum, have the courage & the confidence & the knowledge that you’ve done your homework so you’re not just jumping it headfirst on a whim!
